Joel Ryan- Owner TTCS
As Executive Director of TTCS, Joel is responsible for overseeing all aspects of business operations, recruiting of professional adjunct instructors and consultants, developing curriculum, instructing courses of training, providing consulting services, and fulfilling contractual services for law enforcement and public safety agencies, governmental organizations, and the private sector.
He has over forty years background and experience in law enforcement, public safety, and private sector operations and was a state certified police officer in New Mexico for twenty-six years retiring in 2004 to administer TTCS as a full-time training and consulting business.

Joel had the opportunity and honor to work with five professional organizations throughout his career and was instrumental in establishing Rio Rancho’s first Police Department in 1981, and the N.M. Lottery Authority and Security Division in 1996.
During his distinguished career he held various line and administrative level positions with the Grants, NM Police Department, Rio Rancho, NM Police Department, N.M. Law Enforcement Academy, N.M. Department of Public Safety Special Investigations Division, and N.M. Lottery Authority Security Division. Joel served as Assistant Director of ACRA Emergency Net, overseeing Emergency Medical Services and Search and Rescue Operations on the N.M. State Fairgrounds and throughout the State of N.M. supervising over one-hundred fifty EMT and Paramedic volunteers.
Joel has been an instructor for over 40 years, is a certified Instructor and Master Instructor in multiple disciplines through the N.M. Law Enforcement Academy and a Nationally Certified Instructor through the International Association of Directors of Law Enforcement Standards and Training (IADLEST). He attended Western N.M. University, N.M. State University, University of N.M. Anderson School of Management and achieved countless hours of advanced specialized training including Instructional Processes and Teaching Methodology, Investigative Tactics, Force Analysis Encounters through the Human Performance Training Institute, Human Dynamics and Conflict Resolution through the Force Science Institute, and completed the FLETC-Police Legal Advisor Training Program.
He currently teaches and consults in areas relating to Leadership Supervision and Management, Train-the-Trainer for BIT, FTO, CTO, and DTO, Managing Field Training & Evaluation Programs, Employment Selection Background and Hiring Standards, Policy and Procedure Development, Organizational Liability, Legal Update, Dispute Behavioral Management Crisis Response, Use-of-Force and Concepts for Documenting Force and Legal Actions, Firearms, and Naloxone/Narcan Administration for First Responders.
Joel, along with other adjunct instructors, have given presentations at conferences including the N.M. District Attorney’s Association, N.M. APCO & NENA Chapter, N.M. Sheriff’s Association, and NMDPS-LEA Executive Training Conference, and is a member of ILEETA, IADLEST, and NAFTO.
Tom Romero- Chief of Police, Retired
Tom Romero retired as Chief of Police from the Bernalillo Police Department after serving over six years with the department.
He has over forty years of distinguished service in law enforcement, public safety, and the private sector in New Mexico with five organizations and has served as an adjunct instructor and consultant with TTCS for over twenty years.

Tom has held several distinguished line and administrative level positions while working with the Tucumcari, NM Police Department, New Mexico Law Enforcement Academy, N.M. Department of Public Safety Special Investigations Division, N.M. Lottery Authority, and the Bernalillo Police Department. He was recruited to serve as the first Executive Vice President of Security for the New Mexico Lottery Authority and was later appointed and served ten years as the Chief Executive Officer.
Tom possesses extensive background and experience in criminal justice and private sector business administration and graduated from Northwestern University’s School of Staff and Command and is a certified Project Management Specialist. He held the position of Vice-Chair for the N.M. Law Enforcement Academy Board and continues to consult with several high-level government officials on matters of law enforcement, community engagement, and other governmental operations. He achieved the Executive Level Certification through the N.M. Law Enforcement Academy and is a member of the International Association of Chiefs of Police and the N.M. Association of Chief’s of Police.
During Tom’s career, he achieved countless hours of advanced specialized and instructor training in Police Administration, Legal Liability, Investigations, Firearms, EVOC, Officer Safety & Survival Tactics, and completed the Human Dynamics and Conflict Resolution training through the Force Science Institute.
He has been teaching for over thirty-five years and is a certified Instructor through the N.M. Law Enforcement Academy in areas relating to Leadership and Administration, Budgeting, Administrative Investigations, Criminal and Crime Scene Investigations and Photography, and Naloxone/Narcan Administration for First Responders.
Jerry Reser- Sergeant/Police Academy Director, Retired
Jerry Reser retired from the Las Cruces, NM Police Department after serving over twenty years of distinguished service.
He has over twenty-seven years of service in law enforcement, public safety, and private sector in New Mexico and has served as an adjunct instructor and consultant with TTCS for over fifteen years.

Jerry held several distinguished positions during his career with the Las Cruces Police Department including Patrol Officer, Academy Instructor, Patrol Sergeant, Traffic Division Supervisor, the Department’s Academy Training Director for over nine years and FTO Program Commander. He was tasked by the Chief of Police on matters of legal and liability issues for administrative operations, personnel action reviews, and managed the selection background and hiring processes for the department. He was trusted with administrative duties and responsibilities including personnel actions, internal affairs action reviews, use of force reviews, and was instrumental in re-writing the entire department’s policy and procedure manual.
He achieved a Bachelors of Science Degree in Criminal Justice and is working on completing his second Degree in Human Resources Management at the N.M. State University in Las Cruces, NM.
Jerry has been teaching for over twenty-five years and a certified Instructor through the N.M. Law Enforcement Academy in areas relating to Concepts and Practices of Leadership Supervision and Management, Performance Management, Legal and Liability including Employment Law, Use of Force, Policy and Procedure Development, and EVOC/PITT Train-the-Trainer.
Dr. Pete DiVasto, Ph.D.
Dr. DiVasto is a licensed and practicing Psychologist with over forty years experience as a police psychologist in New Mexico.
He works closely with over fifty local, state, and federal law enforcement and public safety agencies providing psychological testing, evaluations, psychotherapy, consulting, and training. He has as served as an adjunct instructor and consultant with TTCS for over ten years.

He served as Captain in the NM Air National Guard and twenty-eight years as a Reserve Deputy for the Bernalillo County Sheriff’s Department responding to over 500 SWAT activations for multiple law enforcement agencies involving hostage, barricaded subjects, and crisis situation calls.
Pete has held positions in Program Management and as Assistant Professor for the University of N.M. main campus and TVI in Albuquerque and Director of Behavior Science for the U.S.DOE-Central Training Academy. He is published in over twenty-five professional journals as an Author, and has presented to over thirty-five professional organizations and conferences.
He has been a teacher and instructor for over forty years and developed crisis intervention curriculum and scenario based training programs for law enforcement training academies in New Mexico and throughout the Nation.
Suzanne Ratchner- Sergeant, Retired
Suzanne Ratchner retired from the Albuquerque, NM Police Department as a Sergeant.
She has over twenty-five years experience of distinguished service in law enforcement and has served as an adjunct instructor and consultant with TTCS for over ten years.

Suzanne held several distinguished positions during her career including Field Officer and Sergeant, Investigations and Internal Affairs Sergeant, Firearms and Use of Force Instructor and Reality Based Training Evaluator.
She is well versed in administrative and legal liability aspects of police operations and accountability and achieved the Litigation Specialist Certification from AELE.
She is a certified instructor through the N.M. Law Enforcement Academy in areas relating to Concepts and Practices of Leadership Supervision and Management, Performance Management, Instructor Development, Employment Liability and Litigation, Use of Force, and Firearms training.
Don Raley- Chief of Police, Retired
Don Raley retired from the Artesia, NM Police Department after serving eleven years as their Chief.
He has over thirty-five years experience of distinguished service in law enforcement, public safety, and collegiate organizations, currently serving in a faculty position with the Administration of Justice, at Cochise Community College in Sierra Vista, AZ and has served as an adjunct instructor and consultant with TTCS for over ten years.

Don held serval distinguished positions during his career including Chief of Police with the Artesia, NM Police Department, Field Deputy, Sergeant, Lieutenant, and Criminal and Administrative Investigations Captain with the Bernalillo County, NM Sheriff’s Department, Deputy Chief with the Gallup, NM Police Department, and Criminal Justice Program Faculty with Eastern N.M. University. He has held other Adjunct Faculty positions with the University of N.M. Gallup Campus, Central N.M. University (TVI), and the Bernalillo County Sheriff’s Department Regional Training Academy.
He achieved a Master of Science in Forensic Psychology, Master of Business Administration-Public Administration, Bachelor of Science in Occupational Education-Criminal Justice, and Graduated from the FBI National Academy. Don is a member of the FBI National Academy Association, International Association of Chiefs of Police, N.M. Police Chiefs Association, and the Society for Police and Criminal Psychology.
Throughout his career, Don has achieved countless hours of advanced level/specialized and instructor training in law enforcement relating to Criminal Investigations, Counter-Terrorism, and received training through the Justice Institute of British Columbia and Police Staff College-Bramshill, London, England.
Don has been teaching for over twenty-five years and is a certified Instructor through the N.M. Law Enforcement Academy in Criminal and Homicide Investigations, Ethics, Gangs, Corrections, and and other Criminal Justice related Subject Matter.
Van Eldredge- Lieutenant, Retired
Van Eldredge retired from the Bernalillo County, NM Sheriff’s Department after serving over twenty-six years of distinguished service.
He has extensive experience in law enforcement and public safety operations and has served as an adjunct instructor and consultant with TTCS for over seven years.

Van had a distinguished career working in the field as a Deputy, Field Training Officer, Sergeant, Lieutenant, and worked assignments in K-9, Bicycle Unit, Recruiting and Training, Juvenile and Civil Court, and was the Field Training Officer Program Coordinator for over fifteen years.
He is a faithful supporter and participant in Fallen Officer Memorial Runs, Bike Rides, annual Baker to Vegas Run, and sits on the Board for the Deputy James McGrane Foundation.
Van has been teaching for over twenty years and is a certified Instructor and Master Instructor through the N.M. Law Enforcement Academy in areas relating to Concepts and Practices of Field Training Officer Programs, Coordinating Field Training Programs, K-9, and Supervision and Management Practices for Law Enforcement and Public Safety Professionals.
Ralph Monget- Detective Sergeant, Retired
Ralph Monget retired from the Las Cruces Police Department after serving over twenty-two years of distinguished service.
He has extensive experience in law enforcement and public safety operations and has served as an adjunct instructor and consultant with TTCS for over seven years.

Ralph had a distinguished career working in the field as an Officer, Field Sergeant, SWAT Commander, Detective and Detective Sergeant. He has over fifteen years of experience as a detective and detective Sgt. and investigated and supervised property crimes, financial crimes, crimes against children, violent crimes and homicides and investigated high profile criminal and administrative investigations on the state and federal levels. As a Detective Sgt., Ralph was responsible for supervising both detectives and non-sworn personnel and was a member of the Southern New Mexico Officer Involved Shooting Investigative Task Force.
He served with the United States Army Reserve for over twenty years achieving the rank of First Sergeant and was deployed in support of Operation Desert Shield/Desert Storm and Operation Iraqi Freedom/Operation Enduring Freedom. After retiring from the Las Cruces Police Department, he served as a Reserve Officer and Background Investigator with the New Mexico State University Police Department in Las Cruces for three years.
During Ralph’s career, he achieved advanced level and specialized training in Supervision Management and Leadership, SWAT Tactics and Team Management, and Specialty Investigative training in Managing Criminal Investigations Units, Death/Homicide, Rape and Sex Crimes, Officer Involved Shootings, Computer and Financial Crimes, Domestic Terrorism and Hate Crimes, and Principles of Force Science through the Force Science Institute.
Ralph has been teaching for over twenty years and is a certified Instructor through the N.M. Law Enforcement Academy in areas relating to Criminal Investigations, Hate Crimes, Special Weapons and Tactics, Less Lethal Impact Munitions, OC Spray, Noise Distraction Devices, and served as a core Instructor with the LCPD Police Academy.
Robin Poague- J.D., Federal Special Agent in Charge, Retired
Robin Poague retired from the U.S. Forest Service Law Enforcement Division in Albuquerque, NM as the SAIC for the Southwestern Region after twenty-three years of distinguished service.
He has extensive experience in law enforcement and public safety operations, training, law, and has served as an adjunct instructor and consultant with TTCS for over five years.

After retiring, Robin instructed in several TTCS training courses before moving to California where he Coordinated the Sacramento Regional Public Safety Training Center at the American River College in Sacramento, CA. He has a distinguished career working as a Uniformed Field Officer, Special Agent and SAIC with the U.S. Forest Service Law Enforcement Division, and Legal Instructor with the Department of Treasury-Federal Law Enforcement Training Center in Glynco, GA. Robin was placed on special assignments including recovery operations at the World Trade Center, Security Operations at the 2002 Winter Olympics, and was Investigative Unit Leader for the National Incident Management Team.
Robin achieved a Bachelor of Science Degree and Doctorate in Law from the University of Arizona, Tucson and served three years as Judge Advocate in the United States Marine Corps. during Operation Desert Storm with the 3rd Marine Aircraft Wing at Marine Corps Air Station El Toro, Santa Ana, CA. He was reactivated in 1994 for Operation Uphold Democracy (the military intervention in Haiti) and served at Marine Corps Base Camp Lejeune, NC. as Judge Advocate as criminal prosecutor, civil law officer, and legal assistance officer.
He is a recipient of the National Defense Service Medal, the Navy Achievement Medal and Navy Commendation Medal, the Secretary of Agriculture’s Group Honor Award for Excellence, Chief’s Award for Heroism and Emergency Response, and the State of New Mexico Medal of Merit.
Robin has been teaching for over twenty years and is a certified Instructor through the N.M. Law Enforcement Academy in areas including Police Training Instructor, Legal Liability in Law Enforcement, Constitutional Law, Employment Law, Policy and Procedure, Use of Force, Leadership and Management, and Administrative Management. He is certified through the State of California POST as Director-Coordinator of Training, Academy Instructor, and Scenario Management.
Carly Huffman- BS, Forensic Psychology
Carly Huffman currently works with Bernalillo County, NM as the Radio Program Coordinator.
She has extensive experience in law enforcement and public safety operations, telecommunications, training and has served as an adjunct instructor and consultant with TTCS for over five years.

Carly has a distinguished career working in law enforcement and public safety for over nineteen years as a Training Coordinator/Supervisor with the Bernalillo County Emergency Communications Center in Albuquerque, NM, Field Deputy Medical Investigator for the N.M. Office of Medical Investigations, Telecommunicator and Trainer for the Albuquerque Police Department 911 Communications Center, Dispatcher with the University of N.M. Police Department, Reserve Deputy with the Bernalillo County Sheriff’s Department, and Corrections Officer with the N.M. Department of Corrections.
She achieved a Bachelors Degree in Forensic Psychology and has a passion for teaching and sharing knowledge with her students. Carly has been an adjunct instructor for the N.M. Law Enforcement Academy, and Central N.M. Community College in Albuquerque, NM. She has participated in numerous tactical emergency communications and management exercises throughout the state and works closely with the N.M. Law Enforcement Academy, CNM Public Safety Telecommunicator Program, and state-wide Communications Training Coordinators.
Carly has achieved advanced level and specialized training including NCIC, EMD/EFD, FEMA IS Level 1200, National Blue Card Fire Certification, National Incident Tactical Dispatching, and Radio Operations. She has taught various training topics to law enforcement cadets and officers, telecommunications personnel, and citizens police academies and has guest lectured for the Psychology Department at CNM.
She has been teaching for over fifteen years and is a certified instructor through the N.M. Law Enforcement Academy on various topics and teaches in areas including Call-Taking, Dispatching, PST Legal Liability, Officer Safety and Survival, and Crisis Response.
James Lamb- Captain, Retired
James Lamb retired from the Santa Fe, NM Police Department as Captain after serving thirteen years with the Department.
He has over twenty-five years experience of distinguished service in law enforcement, public safety, and the private sector with five organizations and has served as an adjunct instructor and consultant with TTCS for over three years.

James held serval distinguished positions during his career including Field Officer, Detective, Sergeant, Lieutenant, and Captain with the Santa Fe, NM Police Department, Senior Special Agent/Sergeant with the NMDPS Special Investigations Division, Instructor at the N.M. Law Enforcement Academy, Deputy with the Tarrant County Sheriff’s Department in Ft. Worth, TX, and Reserve Officer in the N.M. State Police Mounted Patrol. He has also worked in the private sector for 3D Security Services Group as a Supervisor and Training Manager.
He served his county in the United Sates Air Force and achieved the rank of First Sergeant. James achieved a Bachelors and Masters Degree of Applied Science in Criminal Justice and Associate of Applied Science in Security Administration.
During James’s career, he achieved advanced level/specialized and instructor training in Counter Assault Tactics and Weapons Disarming, Baton, Pepper Spray, Taser, and Police Driving and Vehicle Operations, Driver Awareness and is certified through the N.M. Regulation and Licensing Department to Instruct in Security Officer Levels 1 and 2, and is a N.M. Licensed Private Investigator.
James has been teaching for over fifteen years in areas relating to Principles of Leadership, Supervision, and Management and is a certified Professional Lecturer and Instructor through the N.M. Law Enforcement Academy in Defensive Tactics, EVO and Driver Awareness.
Mark Daily- Detective, Retired
Mark Daily retired from the Phoenix, AZ Police Department as a Detective.
He has over thirty years experience of distinguished service in law enforcement and serves as an adjunct instructor and consultant with TTCS.
Bio & Credentials
An Albuquerque, NM native, he worked as a Patrol Officer and Sergeant with the Grants, NM police Department before moving to Phoenix, AZ in 1980. Mark held several distinguished positions with the Phoenix Police including Patrol Officer, Detective, and Pilot/Observer with the Air Support Unit.
After becoming a certified detective, Mark worked 18 years as a Detective in the Auto Theft Unit, Assault (violent crimes) Unit, Sex Crimes Unit, and Missing Persons Detail. While in the Auto Theft Unit, his team received the Police Chiefs Unit Award for a massive “chopshop” investigation, received the Detective of the Month Award while in the Assaults Unit, the Medal of Life Saving from the Phoenix Police Department, and was recognized as an expert witness in blood spatter interpretation by the Maricopa County Superior Court.
During his seven years with the Missing Persons Detail, Mark investigated over 1,500 missing persons cases that involved missing/runaway juveniles as well as adults. Several of these cases turned into complex, high profile homicides which took years to investigate and bring to trial which resulted in convictions and sentences ranging from 15 years in prison to the death penalty. One of Marks’ cases was profiled on the Investigation Discovery program “On The Case with Paula Zahn” in 2019’s episode titled “Classified Murder”.
Mark has received extensive training from the United States Department Of Justice in responding to missing and abducted child cases and was a member of the Arizona Homicide Investigators Association and Arizona Auto Theft Investigators Association, and was a Certified Firearms Instructor for over twenty years teaching at the Phoenix Regional Training Academy.
